Understanding NEM 2.0 vs NEM 3.0

The original policy for net metering in California is very simple: for every kilowatt-hour (kWh) of solar electricity you feed into the grid, you get a bill credit for one kWh of utility-generated electricity. When your solar panels produce more than you need, you “bank” the excess to use when your panels don’t produce enough to meet your monthly use. If your system is the right size, net metering makes it possible for you to cover your electricity use for the entire year with solar.

Net Metering 2.0 or NEM 2.0 makes a few minor changes to California’s original net metering policy, but it preserves the key element that makes solar economical for California residents: retail rate bill credits. Homeowners and businesses that enroll in NEM 2.0 will still receive per-kWh credits for their solar electricity that are equal to the value of a kWh of utility electricity. This means that the economics of solar are still very favorable under NEM 2.0.

In addition to preserving retail rate bill credits, the new California net metering program also prohibits many fixed charges for residential customers, including demand charges, grid access charges, installed capacity fees, and standby fees.

NEM 3.0 — also known as the Solar Billing Plan — is a new version of net energy metering policy approved by the CPUC on December 15, 2022. It applies to utility customers in the territories of California’s three major investor owned utilities (IOUs):

  • Pacific Gas & Electric (PG&E)

  • Southern California Edison (SCE)

  • San Diego Gas & Electric (SDG&E)

It’s important to note that NEM 3.0 is not retroactive, so solar systems installed under NEM 1 or NEM 2 will remain under their current policy for 20 years from the date they received permission to operate (PTO).

The biggest change between NEM 2.0 and NEM 3.0 is the value of export rates — or the price of excess electricity produced by solar systems. Under NEM 3.0, residential solar export rates will be based on an “Avoided Cost Calculator” instead of retail rates (what customers pay for electricity).

The big thing to know is, on average, NEM 3.0 export rates are around 75% lower than the export rates for NEM 2.0.

Lower export rates means longer payback periods and less cost savings for solar owners under NEM 3.0 so homeowners need to act now before the deadline otherwise they’ll be left out of NEM 2.0 and loose some of the main solar benefits.
